Rain, rain, and more rain

Quite a different summer than lately. Epic rain storms last night - 3 1/2" in 30 minutes. And since we can never leave well enough alone, the inevitable comparison to snow was made: at the usual conversion rate of 10" of snow to an inch of rain, that would have been almost 3' of snow in 1/2 hour! It does put a different spin on it - rain (usually) goes away so much more quickly than snow. Is that propensity to couch everything in terms of winter unique to the Wisconsin character (like referring to distances in terms of time or looking for bubblers when you're thirsty) or is it common to any place in the 'snow belt'? Just wondering...
